Consultation begins on proposed Strategic Development Plan area

Consultation began today on a proposed Strategic Development Plan area in the North East, with adverts in the local press and over 150 copies of the consultation document sent out (including a copy for all Community Councils in the area).

A designation order issued by the Scottish Ministers for a "Strategic Development Planning Authority" (SDPA) came into force on 25 June 2008 covering both Aberdeen City and Aberdeenshire Councils. Strategic development plans will be prepared by SDPAs and replace structure plans in Scotland's four largest city-regions around Aberdeen, Dundee, Edinburgh and Glasgow.

The Planning etc. (Scotland) Act 2006 requires SDPAs to propose a Strategic Development Plan area - the area for which strategic development plans will be prepared. The SDPA is required to submit a boundary proposal to the Scottish Ministers by 25 September 2008.

A draft boundary and justification were agreed as a basis for consultation by the Aberdeen City and Shire Strategic Planning Committee at their meeting of 23 May 2008. We are now seeking comments on this draft prior to submission to Scottish Ministers. The SDPA will meet in mid-September to consider the responses received to the consultation exercise and submit a proposal before the deadline.

Although the area proposed cannot extend beyond the area of the two Councils (without the Scottish Ministers issuing a new SDPA designation order), it could cover a smaller area (as the draft proposal does). The draft boundary embraces the whole of Aberdeen City and Aberdeenshire with the exception of that part of Aberdeenshire within the Cairngorms National Park. Consultation on the draft proposals begins today and will run for 6 weeks. Copies of the consultation document are available from the SDPA website or address below. All responses should be with us by 5pm on Friday 29 August 2008. Responses can be sent by post, fax, email or online via our website.
